Most cities have wine bars. Very few have wine bar cultures — the kind where locals argue about natural versus conventional, where a backstreet cave lists fifty producers from a single obscure appellation, and where the person pouring your glass can tell you what the vintage tasted like before it was bottled. The best cities for wine bars have exactly that. We spent years drinking in them to make sure this list is right.
This is not a ranking of wine-producing regions. You do not need to be in Burgundy to drink Burgundy well. Some of the sharpest wine bars on earth operate in cities where grapes do not grow within a hundred miles. What we are ranking is the quality, density, and depth of the wine bar scene — the places where going out for a glass is a proper event.
Copenhagen deserves recognition for the speed at which its natural wine scene has matured. Four years ago it was an afterthought; today it is world-class, with a concentration of serious bars in Nørrebro and Vesterbro that rivals much older wine cities. Porto belongs on a separate list for Douro reds specifically, and we nearly included it at Lisbon's expense. San Francisco has a strong natural wine culture anchored by proximity to Sonoma and Napa but has not yet developed the density of independent wine bars that would justify a top-ten slot.
Istanbul is the most surprising omission — the bar scene around Cihangir is genuinely excellent for Anatolian varieties, and Turkish wine is more interesting than most international drinkers realise. We expect it on this list within two years.
We visited every city on this list to drink in wine bars — not to review restaurants or hotel bars. Our criteria are density of strong independent operators, the quality and depth of each wine list, the knowledge of the person serving, the physical quality of the space, and price-to-quality ratio relative to the local economy. A city with twenty excellent wine bars ranks higher than a city with one famous one.
