Irish whiskey has a marketing problem. The category was the largest whiskey export in the world before Prohibition, then collapsed during the dry years and the Irish independence war (which damaged distillery infrastructure and trade), then spent eighty years as a budget category in American chain restaurants. By the 2000s, "Irish whiskey" mostly meant Jameson and shots before flights. The Tipperary is the cocktail that argues against that assumption. Three ingredients — Irish whiskey, sweet vermouth, green Chartreuse — and the result is a serious spirit-forward cocktail with a herbal weight bourbon can't deliver.
Hugo Ensslin printed the Tipperary in his 1916 Recipes for Mixed Drinks; some sources push it back further, to a Dublin bar in the late 1890s, though the documentation is thin. Like many pre-Prohibition cocktails it disappeared for most of the 20th century and was revived in the 2000s by craft bars looking for under-loved classics. The 3:2:1 ratio (some bars run it equal-parts; both work, neither is wrong) gives the green Chartreuse just enough room to assert itself without overwhelming the whiskey, and the sweet vermouth provides the bridge that ties the two together.
